Abstract: This paper explores the change in rates of new human immunodeficiency virus (HIV) diagnoses in intravenous drug users when free HIV testing is available. This paper explores the change in data between 2017 and 2019 at the University of Cincinnati Medical Center Emergency Department. The testing is done through the Early Intervention Program at the hospital. This paper explores risk factors surround HIV and reasons for the change in rates of positive cases.
